    2020 Vision - The Report of the Teaching and Learning in 2020 Review Group

    The report 2020 Vision was published on 4 January 2007. This presents a vision for teaching and learning for children and young people aged 5-16 and recommends ways in which the school system needs to change in order to deliver a more personalised approach for all pupils in delivering its vision. It was chaired by Christine Gilbert, HMCI, supported by a team of education and business leaders including two serving headteachers.

    The review has drawn upon a wide range of evidence and practice in reaching its conclusions. The report considers:

    • ways to improve and sustain the rate of pupil progress
    • strategies to enhance teachers' skills and share best practice
    • how to engage pupils and parents in the learning process
    • ways in which curriculum flexibilities might support personalised learning
    • how to establish a better system of teaching and learning in schools

    Funding for personalised learning 

    Over £1 billion has been provided for personalised learning between 2005-06 and 2007-08. This consists of £565 million from the Dedicated Schools Grant (DSG), £60 million from the Standards Fund (SF) and £365 million from the Schools Standards Grant - Personalisation (SSG (P)). The DSG funding is allocated to local authorities according to deprivation and pupils not achieving expected levels of attainment, the SF monies provide targeted support for intervention and catch up, whilst the SSG(P) monies are allocated directly to schools according to a DfES formula. 

    In addition, in the Pre-Budget Report in December 2006, the Chancellor announced further funding through SSG of £130 million in 2007-08 to be paid directly to schools to help them deliver personalised learning and extended services.

    In the 2007 Comprehensive Spending Review (CSR) Settlement, additional investment in schools will be focussed on personalisation and progression. In particular, the CSR settlement provides substantial resources to support the recommendations of the Teaching and Learning in 2020 Review Group that are accepted by the Government.
