Responding to school failure is an important aspect of local authority responsibility. At times, failure is so entrenched that only a major reorganisation of education at the school will lead to improvements in the short term. The government has a number of programmes aimed at supporting local authorities such as Sure Start, Academies, Trusts and Federations, in order to bring about change in schools with major problems. Fresh Start and Collaborative Restart are seen as useful first steps.
Now that competitions are a legal entity for replacement schools, a competition will be the usual route for the establishment of a new school. Consequently, Fresh Start and Collaborative Restart will be really quite rare unless such a proposal actually wins the competition.
