In line with the Local Government White Paper 'Strong and prosperous Communities' the Department is committed to reduce bureaucratic burdens on local authorities and devolving power. In 2006 the Department introduced a single statutory Children and Young People's Plan, which replaced 19 earlier planning requirements, and made a public commitment not to introduce any new planning requirements. We need to ensure, therefore, that no new plans are created unnecessarily.
If a new plan is thought to be essential you should contact Gurdawar Jassi (ext 56451) in the Local Area Policy Unit for initial advice ideally at an early stage. If you still wish to continue you should complete the applicatory Star Chamber template for New Proposals for LA Plans (see below) and send this to the Star Chamber Secretariat. You should also send a copy to Gurdawar Jassi and Sandra Cullen.
