This section provides a range of guidance to support target setting at different stages, from individual pupil targets, including SEN pupils, to those that are set at Local Authority level.  There are particular references to the target setting process for schools throughout the year. 

Also included are various case studies commissioned from a small selection of Local Authorities on pupil mobility and how they dealt with the effects of considerable changes in a pupil cohort between target setting and the relevant test or exams.
