Applying Clawback Mechanisms to Surplus School Revenue Balances
It is now mandatory for all local authorities to include surplus balance controls and from summer 2008, operate clawback mechanisms for the 2007-08 revenue balances. Local authorities have been given flexibility in how they wish to implement the process of clawback. Having consulted with a number of authorities we know that a range of approaches have been adopted and that there are some areas in which local authorities require further guidance which is provided here.www.standards.dcsf.gov.uk/vfm/downloads/Word/clawback_guidance_July08.doc
