Investigating the Effective Use of Resources in Secondary Schools [VFMU]
This research was undertaken by Hedra plc for the DCSF and published in September 2006. The aim of the project was to undertake fieldwork with a range of schools identified by the DCSF as being effective (effectiveness in this context is concerned with ensuring that schools are making the best possible use of their resources to enable every student to fulfil his or her maximum potential. The research explored how these schools were effective and identified the good practice that contributed to schools' effectiveness.(PDF 265 KB)

Option Appraisal [FMSiS]
This Summary Guide has been developed by IPF as part of the Toolkit supporting the DCSF Financial Management Standard in Schools and has been adapted from information provided by Wolsey Infant School. Finding the Right Solution: A Guide to Option Appraisal [FMSiS]
This detailed guidance (around 40 pages) was published by the DCSF in May 2002. The guidance explains how option appraisal can provide the decision-making framework for defining the investment objectives, identifying the different ways in which these can be achieved, and then examining the important factors before taking a decision on implementing the project.
The guide contains the following elements: an explanation of the rationale for appraisals and the links between appraisal and asset management; a description of the general approach which should be used; and the key questions that readers may have about option appraisal. References are also included for those seeking more detailed information.

This guidance sets out a stage by stage strategy by which school priorities, as determined in the School Development Plan, can be costed accurately and built into the budgeting process, in order to ensure that resources are targeted on improving standards and the quality of provision and to ensure that resources are used to support the varied educational needs of all pupils.(Word 134 KB)
